What your certifier must be satisfied of
Before issuing an Occupation Certificate, your Principal Certifier has to be satisfied the building is suitable and safe to occupy, that structural and fire safety requirements are met, and that the relevant conditions of your development consent have been complied with. Every one of those is a paperwork question as much as a building one.

Questions we get at handover
No. Occupying a new dwelling before an Occupation Certificate has been issued is an offence, and it can also affect insurance and finance. If your move date is close and the certificate isn't, the honest answer is to fix the paperwork — not the move date.
Contractually it varies, and that ambiguity is exactly why OCs stall. Practically, someone has to own the register and chase every trade. That's the job we do.
Common, and usually solvable. We start with the paper trail — contract, invoices, inspection records — and work out whether the certificate can be obtained from the original trade, reissued, or replaced with an independent assessment. We'll tell you which of those you're facing.
Typically yes for final drawdown or to refinance out of a construction loan, and lenders rarely accept "it's coming". Build the OC timeline into your finance timeline, not after it.
